Abstract

Large scale developments, through their complex character, generate organizations composed of differing groups and institutions, whether explicitly or not. Within such organizations models appear reflecting different aspects of a development problem and expressing various interests of corresponding institutions. Emerging from this the implicit system of models should ensure comprehensive consideration of the problem (covering the whole area of interest to affected groups) and allow the achievement of a balanced solution resulting from inter-institutional performance. An analysis of the model system is illustrated in the case development related to North Sea oil with some examples from studies of the Tennessee Valley Authority (USA) and the Bratsk-Ilimsk Complex (USSR).
