%X Atmospheric diffusion models are used in a rapidly increasing number of studies for controlling and/or managing air quality. In general these studies try to find the least-cost control strategy by solving the following mathematical program:  select x  (1)  thatminimizes γ(x)  (2)  subjectto C(x,q)<cx  (3
