The scheme dates from 1950 and became universal in 1958, following abolition of a means test. Remarkably, introduction of a compulsory, contributory scheme for workers in the private sector appears to have strengthened the non-contributory regime without affecting its universality. This paper examines the past and future of non-contributory, universal pensions in Mauritius, and draws lessons that might be useful for other countries, especially those in the developing world. date: 2003-04 date_type: published publisher: United Nations DESA id_number: 10.2139/ssrn.398280 creators_browse_id: 1666 full_text_status: none pres_type: paper publication: SSRN Electronic Journal place_of_pub: USA event_title: 4th International Research Conference on Social Security event_location: International Social Security Association, Antwerp, Belgium event_type: conference issn: 1556-5068 coversheets_dirty: FALSE fp7_type: info:eu-repo/semantics/conferenceObject citation: Willmore, L.
