Yet, the drivers of service access at a global scale remain largely unexplored. This paper presents trends and global patterns in access to water, sanitation, electricity, and telephony services. Using a panel data set from 1990 to 2010, we empirically explore plausible determinants of access rates to key infrastructure services. Although per-capita GDP is correlated with access rates, access still varies significantly at comparable income levels. Much of this variation is explained by differences in population density. Access levels are higher for urban areas and highest for water, followed by sanitation, electricity, and telephony. date: 2017-03 date_type: published publisher: Elsevier id_number: 10.1016/j.jup.2017.03.001 creators_browse_id: 243 full_text_status: public publication: Utilities Policy volume: 45 pagerange: 109-117 refereed: TRUE issn: 09571787 projects: Energy and emissions thresholds for providing decent living standards to all (DecentLivingEnergy, H2020 637462) coversheets_dirty: FALSE fp7_project: yes fp7_project_id: info:eu-repo/grantAgreement/EC/H2020/637462/EU/Energy and emissions thresholds for providing decent living standards to all/DECENTLIVINGENERGY fp7_type: info:eu-repo/semantics/article access_rights: info:eu-repo/semantics/embargoedAccess citation: Steckel, J.C., Rao, N.D.
