This paper describes the economic instruments currently used in water quality management -- charges, subsidies and effluent trading, then reviews the experience of Western countries in exercising these policies. The paper further identifies new institutional developments aimed at achieving more effective environmental quality management. Based upon this experience with both instruments and institutions in Western countries, lessons are offered for improving water quality management policy in Central and Eastern Europe. date: 1994-06 date_type: published publisher: WP-94-055 iiasapubid: WP-94-055 price: 10 creators_browse_id: 2759 full_text_status: public monograph_type: working_paper place_of_pub: IIASA, Laxenburg, Austria pages: 31 coversheets_dirty: FALSE fp7_type: info:eu-repo/semantics/book citation: Smith, M.G.
