The first approach is the so-called "technological way". This approach leads to "green" technologies supporting the lowest level of a harmful pollutant emission. It would be the best solution for the FSU countries, but, unfortunately, this approach is difficult to implement. Many industrial enterprises in these countries are presently utilizing outdated technology, and it is a real problem to modify them quickly in the near term. &#13;
&#13;
The second approach provides control for an emission activity of main pollution sources. The main idea is to control the air pollution level in a region at standard values. The technical basis for this approach is a measurement system and appropriate mechanisms for estimating of the pollution source characteristics, assuming that sources may cheat an agency. &#13;
&#13;
In this paper we analyze the problem of the detection of sources' characteristics and propose to divide the corresponding framework into two main stages. For each stage we use analytical methods based on the ill-posed problems' theory. &#13;

The five-phase decision making procedure based on proposed algorithms is suggested.
