Abstract

The problems of regional development demand careful economic, social, and political analyses, because their solution requires analyses of the compatibility of local decisions with those at a higher level and those of neighboring regions; of the consistency of sectoral decisions; of the economic, environmental, and political consequences of the decisions taken; and of efficient ways to control regional development that take into acount complex institutional structures. These analyses must be based on models of such items as capital accumulation, production and employment location, agricultural allocation, water supply, transportation, migration and population, and policy development.

IIASA's regional development work includes analyses of these sorts and applies them to a number of example regions.

As a contribution to this effort, this paper, which describes an integrated approach to studying transportation and production growth, develops a model that has been used in regional case studies in Sweden and Bulgaria.
