The Saratov region, like much of the steppe zone in the European USSR, is characterized by relatively fertile soils, but a highly variable climate, particularly with respect to seasonal precipitation. Therefore, the planning and conduct of a weather-sensitive activity, such as agriculture, calls for considerable ingenuity and enterprise at both farm and regional levels. This study has examined the sensitivity of crop production to climatic variations on both scales of analysis.
