Abstract

This article examines some of the communication and decision problems involved in the management of an accident at a nuclear reactor. The words accident management here mean the supervision of the actions taken to mitigate the effects of an accident after it as begun and has been recognized. The purpose of this article is to propose a new approach to aiding communication and decision making in the midst of the confusion and uncertainty that may pervade the next nuclear accident. That approach is concerned with the type of information communicated, not with communication hardware. Specifically, the proposed approach provides a systematic way to encode the information that must be passed from the technical personnel assessing the status of the reactor to the political authorities making decisions concerning population protection countermeasures.
