Abstract

Against the backdrop of intertwined and overlapping multiple risks such as climate change, energy crises, and food security, global sustainable development governance is shifting from single-objective optimization to multi-objective collaborative decision-making. China’s “dual-carbon” transition urgently requires support from cross-scale and cross-domain systems analysis capabilities. The International Institute for Applied Systems Analysis (IIASA) has accumulated mature experience in integrated assessment modeling,science-policy translation, and multilateral scientific and technological cooperation. Following the logical thread of China’s transition needs, shortcomings of domestic models,IIASA’s advantages, cooperation bottlenecks, and capacity building, this paper systematically analyzes the reference value of IIASA’s practices, extracts its transferable science-policy integration framework, and proposes directions for deepening cooperation including model localization, interdisciplinary research, policy coordination, and talent cultivation, thereby providing a reference for China to enhance its systems analysis capabilities and participate in global sustainable development governance.
