Much has been written about the dramatic changes that have occurred since 1989 in the economic, political and social organization of the former Soviet Union and her East European satellite countries. Indeed, it is no overstatement to say that a worldwide industry has grown up producing far-ranging analyses, policy recommendations, and data collections depicting the historically unprecedented transformations these countries are experiencing as they have moved from centrally planned to market oriented economies.
Major attention has been given to most aspects of the transformation process, especially those related to the macroeconomic management of the countries, and there is little doubt that the research activities have produced not only valuable information for the scholarly community, but also for the policy makers. Less than a decade after the first steps toward the drastic reforms were initiated, a number of the countries have resumed their economic growth, tamed inflation, and have become partially integrated into the world economy. Countries such as Poland, Slovenia, the Czech Republic and Hungary are fine examples of the enormous progress possible despite the dismantling of a former regime. Good research and analysis, while by no means the only, or perhaps even the major contributor to the success, has made significant contribution toward it....
